This Paleo Whole30 Stuffed Pepper Soup is easy to make and so hearty. All the flavors of a stuffed pepper in soup form. Gluten free, dairy free, and low FODMAP. Made in the Instant Pot or on the stove top.
Updated September 2018 by adding photos without rice. Recipe is the same.
I'm back with another amazing soup. They are definitely a favorite of mine during the colder months, and judging on how popular they always are, you guys love them as well.
Last year I made some stuffed peppers for the site, but I wasn't happy with the pictures so I never shared them. When I thought about remaking them to share, I came up with the idea to turn it into soup. I know I'm not the first one to think of it 😉
This soup is packed with deliciousness. Lots of bell peppers, fire roasted tomatoes, grass-fed ground beef, and seasonings that give it so much flavor. Yes, there is white rice in some of these pictures. We tolerate white rice ok and if you do as well then I highly recommend it! If you're doing a Whole30 or can't handle rice, then use cauliflower rice or leave it out. It's still hearty and flavorful without it.
I made this twice in one day to try it out both on the stove-top and in the Instant Pot. As usual, the Instant Pot version was my favorite. It was less hands-on time and came out just as good as the stove-top version.
This recipe is low FODMAP which means no onion, garlic, or green peppers. If you don't need it low FODMAP then feel free to add regular onion with the peppers, use green pepper if you'd like, and garlic instead of garlic oil.

Hiliary says
What is the serving size on this?
Jessica DeMay says
Hi Hiliary- as much as you want 😉 I don't calculate that because that is so personal. I say eat how much makes you feel satisfied. Hope you enjoy!

I made this in the Instant Pot for a family gathering. Three people asked me to share the recipe with them. A great Whole 30 recipe! Thank you so much. Delicious!

You're welcome, Barb! Thanks for trying it and I'm so glad everyone loved it!
Alex says
What’s the “serving size” for this to be Low FODMAP, since tomatoes are only Low FODMAP in about 1/2 cup serving? Thanks!
Ashli says
Hi,
I want to make this tonight, but don’t have garlic oil. How much garlic would you recommend?
Thanks!
Jessica DeMay says
Hi Ashli- I would say 1 garlic clove chopped would be good. Hope you enjoy!
Stephanie says
I’ve just started following your site and love it!
I have a question: If I would like to use Garlic Salt or Garlic clove instead of Garlic oil - what is the substation equivalent for let’s say 2 tbsp of garlic oil?
Is there a good “equivalent” calculator you could reference. Especially since your kind to include low FODMAP in a good portion of your recipes?
Thanks!
Jessica DeMay says
Hi Stephanie- I would recommend garlic powder (not salt) or fresh garlic. I would say 1 teaspoons of dried or a couple cloves of fresh. It's preference as well, I know some people love garlic so feel free to add more to taste. But 1 teaspoon is a good starting place. I hope that helps!

I cooked it today and it was absolutely delicious! Thanks for the recipe, I will make it again for sure.
Jessica DeMay says
You're welcome! Thanks for trying it, Katie! So glad you like it!
Alex says
Since tomatoes are only low FODMAP in 1/2 cup, the portion size for this to be low FODMAP must be a cup or so. Please correct me if I’m wrong though. Thanks!
Jessica DeMay says
Hi Alex- yes, that's correct. My husband has had servings up to 1 1/2 cups with no issue, but do what you feel is best for you.
Chris Flood says
Just checking, you didn't mention the cauliflower or rice in the recipe instructions. Does that mean you cook it separately and add at the end, on top? Then stir it in? Looks so yummy!
Jessica DeMay says
Hi Chris- you can add it at the end and cook a little longer or cook and add. I have never personally used cauliflower rice, but many readers add it at the end. Hope you enjoy!
Jessica says
This soup was so delicious!
Jessica DeMay says
Thanks, Jessica! So glad you liked it!
Gina says
When do you add in the rice? do you add in uncooked along with the water like you would with jambalaya or do you cook the rice separately and add it in after?
Jessica DeMay says
Hi Gina- if you're using white rice then you want to cook it first. If you're using cauliflower rice then you can just add it in at the end and cook a few minutes longer. I hope you enjoy!
Kelly says
Wondering if this would freeze well. We are expecting baby #2 next month and I’m looking for meals to have on hand in the freezer
Jessica DeMay says
Hi Kelly- yes, it does! I hope you love it and congrats on the new baby!
